JEFF HILL

WCSPC EXECUTIVE DIRECTOR
RECOVERY COACH
SBIRT CERTIFIED

OFFICE (252) 991-7267
CELL (919) 920-4444
I am Jeff Hill and I serve as the Executive Director of the Wilson County Substance Prevention Coalition. My passion to reach our community with prevention tools and methods comes from my own lived experiences.  My wife (Christina) and I reside in Goldsboro with our dogs, Champ and Olive, but Wilson is definitely home to us.

I have experience serving vulnerable at-risk populations experiencing substance misuse and other challenges.  I have worked with impoverished demographics within the Wilson County limits for the past two years, serving populations ranging in various ages, ethnicities, and education within a non-profit (501c3) work environment. My areas of proficiency include educational development, workforce related training, and personal/behavioral skills training/counseling. In September 2017, I became certified to implement a behavioral risk/need assessment known as the Level of Service/Case Management Inventory (LS/CMI) by the Alma Institute and was later certified as a Recovery Coach via the Connecticut Community for Addiction Recovery (CCAR) in October 2018.

In my current position as coalition director, I oversee several grants that have allowed us to supply our great community with medication lock boxes, medication disposal kits, naloxone kits and education for prevention, treatment and recovery programs.  I served as Project Director for RCORP-Planning and RCORP Implementation Grants for the duration of the grants.  Currently, I serve as project director for the HRSA RCORP Impact Grant, the SAMHSA SPF-PFS 23 Grant and co-project director for RCORP Behavioral Healthcare Support Grant.  I also manage the Opioid Settlement Plan for Wilson County.

The Substance Abuse and Mental Health Services Administration (SAMHSA) Strategic Prevention Framework (SPF) Grant was established to help reduce the onset and progression of substance misuse and its related problems by supporting the development and delivery of community-based substance misuse prevention and mental health promotion services.

The Rural Communities Opioid Response Program (RCORP) is a multi-year initiative by the Health Resources and Services Administration (HRSA) aimed at promoting mental health wellness and reducing the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD), in high risk rural communities.

ASHLIE SMITH

YOUTH ENGAGEMENT COORDINATOR
RECOVERY COACH

OFFICE (252) 991-7267
My name is Ashlie Smith. I am the Youth Engagement Coordinator. I have always had a desire to work with youth in various capacities. Over the last ten years, I have worked in the capacity as a tutor, substitute teacher, classified teacher assistant as well as an Expectational Children’s teacher. In my leisure time, I have hosted youth group bible studies monthly, volunteered my time at Old Waynesborough Park during celebrations as well as volunteered and participated in school field days.

Currently, I am the Youth Grant Coordinator for the Strategic Prevention Framework (SPF) Grant at Wilson County Substance Prevention Coalition. The purpose of the SPF Grant is to prevent the onset and reduce the evolution of substance misuse among youth on a community and state level. Thus far, we have obtained numerous community support investors.  We have a focused effort with local law enforcement, Barton College and the Wilson County Public Schools. We are planning implementation of various prevention educational programs in elementary, middle and high schools. An after school program has been established to assist in developing a relationship and bond with youth. The after school program will be facilitated at the Young Men’s Christian Association (YMCA) of Wilson. Through the use of a variety of learning approaches, the program’s purpose is to enhance and broaden their educational knowledge of substance prevention. Additionally, we are currently in the process of creating a youth coalition to further the outreach to the youth in the Wilson community.

My name is Anna Davis, and I am the Community Engagement Coordinator for the Wilson County Substance Prevention Coalition. I have a passion for helping people and making a difference. I am grateful for the opportunity I have to work here and share with our community how important prevention is.

In my free time, I enjoy spending time with my husband, Parker; my two cats, Duke and Kiara; and my family. I also enjoy traveling, sightseeing, and photography!

Prior to working for the WCSPC, I helped with the Reformers Unanimous program at Tabernacle Baptist Church while attending Wilson Christian Academy. After that, I attended West Coast Baptist College and received my degree in Office Administration.

My job with the WCSPC primarily consists of doing our social media, graphic design, advertising, attending/leading community events, and working with our community partners! I am also the Vice-Chair for the Youth Coalition that we started in 2022. Since I started working here in July of 2021, I have gone through several certification programs/classes such as the NC State Addictions Specialist Certificate Program, Recovery Coach Academy, and Youth & Adult Mental Health First Aid. PAMELA LETCHWORTH

DATA COORDINATOR
RECOVERY COACH
SBIRT CERTIFIED

OFFICE (252) 991-7267
I am Pamela Letchworth, the Data Coordinator for WCSPC. I was a National Board Certified mathematics teacher for 29 years and maintain my teaching license with the state of North Carolina.  In June 2019, I retired from Fike High School in Wilson, with the intent of exploring other interests.  My desire has always been to make a positive impact in my community by involving myself in existing programs that actively fulfill their vision and mission.  Accepting the position as Data Coordinator for WCSPC has helped me do that.  As an active member of Impact Church of Wilson, I retired as youth minister in February 2021 after 24 years of service to pursue other ministry opportunities.  I am now the REACH Minister (beyond the walls of the church).

One of my biggest joys is being aunt to my many nieces and nephews and being dog mom to Pearlie and Penny, the cutest cocker spaniels you will ever meet.  My hobbies and interests include healthy living, most any outdoor activity, creating products from essential oils, gardening, beaching, cooking, baking, dancing, and making people smile with random acts of kindness.  I also manage this website so please feel free to let me know how to make it better!

At WCSPC, I am primarily responsible for collecting, reporting, analyzing and evaluating data for the HRSA RCORP Impact Grant, Wilson County's Opioid Settlement Plan, the SAMHSA SPF Grant and the HRSA RCORP Behavioral Health Care Support Grant. The program is intended to expand and strengthen the capacity of local community prevention providers to implement evidence-based prevention programs. Currently data is being collected by community partners who have joined our Data Sharing Community of Practice.  They report data to WCSPC and it is shared in our data repository and live reports on our website which can be found under Community Data on our website menu.

DAEQWON CURRIE

YOUTH ENGAGEMENT SPECIALIST
OFFICE (252) 991-7267
CELL (
252) 360-7667
I’m Daeqwon Currie and I serve as the Youth Engagement Specialist for the Wilson County Substance Prevention Coalition (WCSPC). As of February 2020, I have the thrill of serving communities throughout Eastern North Carolina as a licensed Real Estate Broker.

My greatest joy is waking up everyday as a husband and father to 3 amazing children. For the past several years I’ve had the liberty to coach little league soccer and tee-ball with Wilson Parks and Recreation. Serving as an adult leader for the Youth Group within my church is equally as fulfilling! I posses an ever increasing passion to see young people grow into the best possible version of themselves.

Wilson has been my home for the past 30 years. As this city continues to evolve, my relentless love and appreciation for Wilson keeps me at the edge of my seat, awaiting an opportunity to provide value as a citizen however I am able.

My motivation to join forces with WCSPC derives from having spent at least 10 years bound by the chains of addiction to drugs and narcotics. As an adolescent who was beginning to integrate with the chaotic, treacherous, and ruinous world of drug addiction; I had no knowledge of any sort of awareness or “prevention” that could have spared me from years of destroying my body. Navigating through loosing childhood friends to drug overdoses and living through a nonfatal overdose myself, allows me to relate to the individuals who are caught in the crosshairs of this epidemic from personal experience. If there is a chance that the work we are doing will save just one life, that to me is worth a lifetime of devotion to the mission of WCSPC.

LUCY CRUZ

YOLANDA J. OUTLAW

RECOVERY SPECIALIST
SBIRT CERTIFIED
OFFICE (252) 991-7267
I am Yolanda Outlaw and serve as a Recovery Coordinator for the Wilson County Substance Prevention Coalition.  I have a passion for people: to see them thriving and contributing in the communities where they reside and serve. This passion drew me into community and clinical work over the past 26 years. I have worked in various settings to include community (community organizations/partnerships), industry, medical (psychiatry and hospice) and private practice serving people who are diagnosed with physical, behavioural health and substance use disorders.

My role with WCSPC will include serving as Co-Project Director under HRSA/RCORP Impact in managing and maintaining consortium relationships with Nash and Warren Counties. In addition, I will be partnering and supporting WCSPC current coalition members clinically to expand RC3's mission and scope to consortium HRSA/RCORP Impact sub-awardees.

HEALTH TESTING SPECIALIST
RECOVERY COACH
OFFICE (252) 991-7267
My name is Lucy Cruz, and I proudly serve as the phlebotomist for the Wilson County Substance Prevention Coalition, working primarily on our mobile unit. I am driven to making a difference through services that reach and support the community.

Outside of work, I enjoy traveling, crafting, and spending quality time with my husband, daughter, and family.

Since earning my phlebotomy certification in 2016, I’ve gained over seven years of hands-on experience in both hospital and clinical setting. Most recently, I earned my Recovery Coach certificate from the Recovery Coach Academy, expanding my ability to guide, support and and serve as a trusted resource in individuals’ recovery journeys.

Before joining WCSPC, I worked with another nonprofit where I conducted testing for HIV, hepatitis C, syphilis, gonorrhea, and chlamydia. I also managed specimen collection, packaging, lab send-outs, and ensured accurate tracking of results and confidential client records.

In addition to my role in healthcare, I also serve as a lead teacher at Wilson Youth United DBA The Spot Afterschool program, where I work closely with youth, helping guide and empower them as they grow, laying the groundwork for stronger, brighter futures.

One of my greatest strengths as a professional is being bilingual in both English and Spanish. This allows me to build strong, trusting relationships with diverse individuals, and ensure clear understanding. Language barriers can often prevent individuals from seeking or fully understanding healthcare services. By bridging that gap, I help ensure that everyone receive the support, respect, and care they deserve.
