Our Mission
The coalition is organized for the charitable purpose of reducing substance misuse among youth and, over time, among adults by addressing factors in the community that increase the risk of substance misuse and promoting the factors that minimize that risk.
(Note: Substances include tobacco, alcohol, prescription medications and any illegal mood-altering substance where their use is prohibited by Federal, State or local law.)

Our Values
- Foster a spirit of collaboration, inclusiveness, and engagement in the process
- Contribute to the collection of source material and existing resources
- Examine the continuum of care from prevention, treatment, and recovery
- Avoid duplication of effort; coordinate with other initiatives such as the Opioid Use Forum and Prescription Drug Monitoring Programs
- Align with North Carolina’s Opioid Action Plan and its focus areas:
- Create a coordinated infrastructure
- Reduce oversupply of prescription opioids
- Reduce diversion and flow of illicit drugs
- Increase community awareness and prevention
- Make naloxone widely available; link overdose survivors to care
- Expand treatment and recovery-oriented systems of care
- Measure our impact and revise strategies based on results
